There is some good analysis on how these government changes affect Bitcoin, especially the classification that Bitcoin is not a security. If the SEC would have had their way, wallet developers would have been classified and forced to register as security broker/dealers forcing KYC/AML within their software. So for now a victory for privacy. Did they just give up on trying to push this on opensource devs as it will really go nowhere? Will they pass the CLARITY act and make this law now? Consequently, the government can’t really force these kind of requirements on opensource software and devs, who will just go underground with the software still available.
