The previous bill gave the Ministry of Digital Development control over the register.<\/p>\n\n\n\n<p>However, the FTS appears to have concluded that if it is to succeed in its assignment to tax crypto miners, it needs to have full control over the register.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-government-agencies-get-new-powers\">Government Agencies Get New Powers<\/h2>\n\n\n\n<p>The new law will let the tax body monitor \u201call of\u201d industrial crypto miners\u2019 \u201ccurrency\u201d and crypto \u201csale orders.\u201d<\/p>\n\n\n\n<p>As such, the newspaper noted, the Russian tax authorities will \u201chave access to all information about cryptoasset movements.\u201d This data includes \u201cidentifier addresses and transaction histories.\u201d<\/p>\n\n\n\n<p>The new law also gives government agencies and investigative bodies the power to access transaction data.<\/p>\n\n\n\n<p>These agencies include Rosfinmonitoring, the government-run anti-money laundering body, and the Federal Security Service (FSB), Russia\u2019s top security body.<\/p>\n\n\n\n<p>Several government-aligned bodies have also been given the power to conduct searches or demand \u201cinformation upon request.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-temporary-ban-clause\">Temporary Ban Clause<\/h2>\n\n\n\n<p>The bill\u2019s most significant subclause pertains to temporary bans. The act will allow individual regions to issue temporary local bans on crypto mining.<\/p>\n\n\n\n<p>This comes as a direct response to energy struggles in regions like Buryatia. The region, which borders Mongolia, has been hit with power problems blamed on miners in nearby Irkutsk.<\/p>\n\n\n\n<p>Irkutsk is Russia\u2019s unofficial <a href=\"https:\/\/cryptonews.com\/coins\/bitcoin\/\">Bitcoin (BTC)<\/a> mining capital. But in recent months, the region has launched a crackdown on illegal miners.<\/p>\n\n\n\n<p>It thinks these miners are compromising grid operations throughout Southern Siberia.<\/p>\n\n\n\n<p>Some miners will likely welcome the news, however, as it may put an end to controversial Ministry of Energy proposals.<\/p>\n\n\n\n<p>The ministry previously floated the idea of forcing all legal miners to shut down their rigs for several weeks every year to avoid potential power problems.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/cimg.co\/wp-content\/uploads\/2024\/10\/27160445\/1730045084-rusmin-1024x571.jpg\" alt=\"A Russian crypto miner showcases his equipment.\" class=\"wp-image-299687\"\/><figcaption class=\"wp-element-caption\">A Russian crypto miner showcases his equipment. (Source: Mikhail Baturko\/Dzen)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-multiple-bills-in-pipelines\">Multiple Bills in Pipelines<\/h2>\n\n\n\n<p>Russian officials are keen to learn the lessons of the de facto state of Abkhazia, where crypto miners have <a href=\"https:\/\/cryptonews.com\/news\/crypto-miners-blamed-for-abkhazia-power-outages\/\">been blamed for years of electricity shortages and blackouts<\/a>.<\/p>\n\n\n\n<p>Putin appears determined to accelerate Russia\u2019s crypto pivot. After years of impasse that left the industry almost entirely unregulated, Moscow is now working on <a href=\"https:\/\/cryptonews.com\/news\/russian-crypto-exchange-regulations-will-be-fatf-compliant\/\">multiple bills that will let it police the sector<\/a>.<\/p>\n\n\n\n<p>Industrial crypto miners have promised that letting the FTS supervise their activities will help boost the Treasury\u2019s coffers with millions of dollars per year.<\/p>\n\n\n\n<p>The industry welcomed the new law, claiming it was a further step toward the legitimization of an industry that is only now stepping out of the shadows.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-new-it-jobs\">New IT Jobs<\/h2>\n\n\n\n<p>The BitRiver Communications chief Oleg Ogienko told Izvestia that allowing mining to move \u201cinto the legal field\u201d would \u201chelp develop the IT sector and create jobs.\u201d<\/p>\n\n\n\n<p>Ogienko and others have also claimed that \u201clegislative measures\u201d will help Moscow combat so-called \u201cgray\u201d (illegal) miners, who \u201ccreate energy shortages in some regions.\u201d<\/p>\n\n\n\n<p>BitRiver and others have moved quickly since Putin <a href=\"https:\/\/cryptonews.com\/news\/russian-president-putin-signs-law-legalizing-cryptocurrency-mining\/\">signed the nation\u2019s first crypto mining \u201clegalization\u201d law on August 9<\/a>.<\/p>\n\n\n\n<p>Russia\u2019s biggest miner has announced plans to work with a government agency to <a href=\"https:\/\/cryptonews.com\/news\/russian-state-crypto-miner-bitriver-aim-to-expand-operations-to-brics-nations\/\">build crypto mining and AI facilities in BRICS member states<\/a>.<\/p>\n\n\n\n<p>And Russian regions are also stepping up plans to build crypto mining centers <a href=\"https:\/\/cryptonews.com\/news\/new-crypto-mining-hub-russian-region-to-build-15-new-centers\/\">in parts of the country not normally associated with mining<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This is what governments do in controlling on-ramps and off-ramps along with mining production.
