US Navy vessels don\u2019t typically transmit AIS signals, so we don\u2019t know the exact location of the ship but a Navy source confirms she is anchored near Oman awaiting a full damage assessment.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/usns-big-horn-oiler-1536x1083.jpg?itok=1AudrEs-\" alt=\"\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/usns-big-horn-oiler-1536x1083.jpg?itok=1AudrEs-\"><\/a><\/p>\n\n\n\n<p>Fortunately, no injuries or environmental damage have been reported for the ship. This is significant because the 33-year-old vessel is one of the&nbsp;<a href=\"https:\/\/gcaptain.com\/final-farewell-single-hull-oil-tankers\/\">single-hull<\/a>&nbsp;versions of the Kaiser-class oilers.<\/p>\n\n\n\n<p>\u201cUSNS Big Horn sustained damage while operating at sea in the U.S. 5th Fleet area of operations overnight on Sept. 23. All crew members are currently safe and U.S. 5th Fleet is assessing the situation,\u201d according to a statement from a Navy official provided to&nbsp;<a href=\"https:\/\/x.com\/samlagrone\">Sam Lagrone<\/a>&nbsp;at&nbsp;<a href=\"https:\/\/news.usni.org\/2024\/09\/24\/oiler-usns-big-horn-damaged-off-the-coast-of-oman-no-fuel-leak-detected\">USNI News<\/a>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>It\u2019s not looking good. Kaiser<\/a>, were introduced in the 1980s and have long been the backbone of the Navy\u2019s underway replenishment (<a href=\"https:\/\/gcaptain.com\/time-lapse-watch-underway-replenishment\/\">UNREP<\/a>) capabilities. These vessels refuel carrier strike groups and other naval assets at sea\u2014a crucial task ensuring the Navy\u2019s global reach and operational readiness. However, as single-hull tankers, they\u2019ve been considered environmentally vulnerable since, following the&nbsp;<a href=\"https:\/\/gcaptain.com\/exxon-valdez-economics-and-risk-on-the-20th-anniversary\/\">Exxon Valdez oil spill<\/a>, the 1990 Oil Pollution Act (OPA 90) mandated&nbsp;<a href=\"https:\/\/forum.gcaptain.com\/t\/book-about-the-genesis-of-double-hull-oil-tankers\/66104\">double-hull<\/a>&nbsp;designs for commercial oil tankers.<\/p>\n\n\n\n<p>The John Lewis-class, a modern replacement for the aging Kaiser-class, features double-hull construction, improved safety, and enhanced fuel capacity. One shipowner told gCaptain that the Navy is scrambling to find a commercial oil tanker to take its place and deliver jet fuel to the USS Abraham Lincoln.<\/p>\n\n\n\n<p>If the Navy resorts to using a commercial oil tanker as a temporary replacement, it would need to install a Consolidated Cargo Handling and Fueling (<a href=\"https:\/\/www.ndtahq.com\/navy-develops-modular-consol-capability-to-refuel-oilers-at-sea\/\">CONSOL<\/a>) system for underway replenishment operations. This system includes specialized refueling rigs, tensioned fueling hoses, and high-capacity fuel pumps\u2014all essential for safely transferring fuel to warships at sea. The tanker would also require robust communication and control systems to ensure precise coordination during refueling maneuvers.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"https:\/\/assets.zerohedge.com\/s3fs-public\/styles\/inline_image_mobile\/public\/inline-images\/2024-09-24_14-15-00.png?itok=PnKtnwfU\" alt=\"\"\/><\/figure>\n\n\n\n<p><a href=\"https:\/\/www.zerohedge.com\/s3\/files\/inline-images\/2024-09-24_14-15-00.png?itok=PnKtnwfU\"><\/a><\/p>\n\n\n\n<p>This retrofitting process is no small feat. Moreover, a U.S. Merchant Marine crew trained in CONSOL UNREP procedures\u2014a complex and high-risk operation\u2014would need to be flown to the Middle East to supervise the operation. Earlier this month, the Navy announced it&nbsp;<a href=\"https:\/\/gcaptain.com\/report-u-s-navys-military-sealift-command-could-sideline-ships-amid-mariner-shortage\/\">might lay up 17 replenishment and supply ships<\/a>\u2014including&nbsp;<a href=\"https:\/\/gcaptain.com\/report-u-s-navys-military-sealift-command-could-sideline-ships-amid-mariner-shortage\/\">one oiler<\/a>\u2014due to&nbsp;<a href=\"https:\/\/gcaptain.com\/op-ed-u-s-mariner-shortage-demands-action-now\/\">difficulties recruiting U.S. Merchant Mariners<\/a>. While the Navy has launched five new&nbsp;<a href=\"https:\/\/gcaptain.com\/nassco-christens-first-john-lewis-class-fleet-oiler\/\">John Lewis Class oilers<\/a>&nbsp;\u2013 including the&nbsp;<a href=\"https:\/\/gcaptain.com\/nassco-launches-fifth-fleet-oiler-for-u-s-navy\/\"><em>USNS<\/em>&nbsp;<em>Lucy Stone<\/em>&nbsp;(T-AO 209)<\/a>&nbsp;this week \u2013 and awarded NASSCO<a href=\"https:\/\/gcaptain.com\/john-lewis-class-oilers-us-navy-award-nassco-contract\/\">&nbsp;a $6.7 billion contract for eight<\/a>&nbsp;more, challenges persist.<\/p>\n\n\n\n<p>Official Navy and Military Sealift Command sources have repeatedly assured gCaptain that the John Lewis program is on schedule. However, two marine inspectors who have examined the new oilers tell gCaptain they\u2019re encountering numerous problems, delaying the vessels\u2019 overseas deployment. Despite the lead ship, USNS John Lewis, being&nbsp;<a href=\"https:\/\/gcaptain.com\/nassco-christens-first-john-lewis-class-fleet-oiler\/\">launched in January 2021<\/a>, it\u2019s currently&nbsp;<a href=\"https:\/\/x.com\/mercoglianos\/status\/1837634913212027089\">sitting idle at a repair shipyard in Oregon<\/a>. As of today, none of the new oilers have been&nbsp;<a href=\"https:\/\/x.com\/mercoglianos\/status\/1837660980555264146\">cleared<\/a>&nbsp;to leave the continental United States.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-broader-navy-tanker-crisis-and-strategic-implications\">The Broader Navy Tanker Crisis and Strategic Implications<\/h3>\n\n\n\n<p>The grounding of USNS&nbsp;<em>Big Horn<\/em>&nbsp;is a stark reminder of the broader tanker crisis facing the U.S. military, as highlighted by Captain Steve Carmel, a former vice president at Maersk, in&nbsp;<a href=\"https:\/\/gcaptain.com\/the-us-navy-needs-tankers-a-crisis-in-capability\/\">an editorial for gCaptain last year<\/a>. Without sufficient tanker capacity, even the most advanced naval capabilities\u2014including nuclear-powered aircraft carriers, which still rely on aviation fuel\u2014will be rendered ineffective.<br><br>This problem became significantly more accute with the&nbsp;<a href=\"https:\/\/gcaptain.com\/shutdown-worlds-largest-underground-bunker-fuel-tanks\/\">closing of the Navy\u2019s massive Pacific fuel depot<\/a>&nbsp;\u2013&nbsp;<a href=\"https:\/\/gcaptain.com\/hawaii-red-hill-tank-closure-jones-act\/\">Red Hill&nbsp;<\/a>\u2013 after poor maintenance resulted in fuel leaking into the local water supply,&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/a-2021-red-hill-jet-fuel-leak-sickened-thousands-of-hawaiians-but-there-have-been-dozens-of-releases-in-an-issue-spanning-decades\/\">poisoning thousands including children<\/a>, in Hawaii.<\/p>\n\n\n\n<p>The shortage of both oilers and tankers demands urgent action. The United States must build a larger U.S.-flagged fleet capable of replenishing aircraft carriers and support joint wartime operations. Expanding the&nbsp;<a href=\"https:\/\/gcaptain.com\/marad-full-enrollment-maritime-tanker-security-programs\/\">Tanker Security Program<\/a>, enforcing cargo preference, and prepositioning fuel-laden tankers are potential solutions, but they require immediate implementation. With the looming threat of conflict in the Pacific, securing a robust tanker fleet is not just a logistical necessity\u2014it\u2019s a strategic imperative.<\/p>\n\n\n\n<p>This crisis\u2014coupled with the equally troubling&nbsp;<a href=\"https:\/\/gcaptain.com\/op-ed-u-s-merchant-mariner-shortage-demands-action-now\/\">US Merchant Marine crewing crisis<\/a>\u2014poses a significant challenge for the US Navy. Encouragingly, Secretary of the Navy Carlos Del Toro has called for a bold new&nbsp;<a href=\"http:\/\/www.navy.mil\/Press-Office\/Press-Releases\/display-pressreleases\/Article\/3539151\/secnav-del-toro-calls-for-a-new-bold-maritime-statecraft-in-era-of-intense-stra\/\">Maritime Statecraft<\/a>. Moreover, with the&nbsp;<a href=\"http:\/\/waltz.house.gov\/uploadedfiles\/congressional_guidance_for_a_national_maritime_strategy.pdf\">leadership<\/a>of Representative<a href=\"https:\/\/gcaptain.com\/bipartisan-congressional-group-releases-visionary-report-for-revitalizing-u-s-maritime-sector\/\">Michael Waltz<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/gcaptain.com\/senator-mark-kelly-pushes-for-strengthening-us-maritime-capacity-in-senate-hearing\/\">Senator Mark Kelly<\/a>, Congress is working on a bill to address our maritime dilemmas\u2014a bill this incident makes more compelling than ever. However, major obstacles remain. These solutions take time, and other federal agencies\u2014including the US Coast Guard but most notably the&nbsp;<a href=\"https:\/\/gcaptain.com\/us-maritime-crisis-uncovering-the-ghost-admiral-steering-the-us-governments-most-secretive-agency\/\">US Maritime Administration<\/a>&nbsp;under Secretary Pete Buttigieg\u2014are&nbsp;<a href=\"https:\/\/gcaptain.com\/us-maritime-crisis-uncovering-the-ghost-admiral-steering-the-us-governments-most-secretive-agency\/\">under-resourced<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/gcaptain.com\/valor-ignored-pete-buttigiegs-neglect-of-us-sailors-under-fire\/\">lack motivation<\/a>&nbsp;to do the heavy lifting required to solve these problems.<\/p>\n\n\n\n<p>As we await the implementation of these crucial solutions, our dedicated Merchant Mariners, operating a dwindling fleet of aging logistics ships, will undoubtedly face increased operational demands and heightened pressure to work harder. More stress on the mariners and military logistics system will inevitably lead to more incidents similar to yesterdays USNS Big Horn grounding.
