I have a previous <a href=\"https:\/\/jasonsblog.ddns.net\/index.php\/2023\/05\/08\/legalizing-child-prostitution-and-empowering-sex-traffickers\/\" target=\"_blank\" rel=\"noreferrer noopener\">post<\/a> about how they have empowered sex traffickers and made it impossible for law enforcement to go after underage prostitutes for loitering and rescue them from sex trafficking. (Courtesy of California State Senator Shannon Grove)<\/figcaption><\/figure>\n\n\n\n<p>By Travis Gillmore<\/p>\n\n\n\n<p>SACRAMENTO, Calif.\u2014A bill that was originally introduced to make soliciting a child for sex a felony underwent additional changes in the Assembly\u2019s Public Safety Committee July 2.<\/p>\n\n\n\n<p>At issue is <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB1414\" target=\"_blank\" rel=\"noreferrer noopener\">Senate Bill 1414<\/a>, authored by Republican Sen. Shannon Grove, which \u201caims to increase penalties for those who purchase children for sex,\u201d her office said in a press release.<\/p>\n\n\n\n<p>It was first amended in the Senate to exclude 16- and 17-year-old victims, make the crime a \u201cwobbler\u201d\u2014where prosecutors can charge offenders with a misdemeanor or a felony depending on the circumstances\u2014and require a 10-year age gap between the offender and the victim for those convicted to register as a sex offender.<\/p>\n\n\n\n<p>Ms. Grove considered the changes to be \u201chostile\u201d and made without her approval, noting that some members of both parties <a href=\"https:\/\/www.theepochtimes.com\/us\/as-democrats-water-down-a-child-prostitution-bill-a-state-senate-colleague-says-im-done-5659892\" target=\"_blank\" rel=\"noreferrer noopener\">disagreed<\/a> with those amendments.<\/p>\n\n\n\n<p>In response to the changes, Democratic Sen. Aisha Wahab, chair of the Senate\u2019s Public Safety Committee, published hours before the hearing, they suggested their efforts will help protect minors and address concerns with the prior amendments.<\/p>\n\n\n\n<p>\u201cOur joint proposal will ensure justice for the children and teenagers targeted by these criminals, and we will succeed where years of previous attempts at similar legislation failed,\u201d the lawmakers said. \u201cOur goal is to always prioritize victims and punish predators, especially those who commit sexual crimes against children.\u201d<\/p>\n\n\n\n<p>The bill passed after being amended, but the author expressed a need to do more to protect children.<\/p>\n\n\n\n<p>\u201cI\u2019m glad that we\u2019re moving the bill forward, and I look forward to having more conversations to protect 16- and 17-year-olds,\u201d Ms. Grove told The Epoch Times July 2 after the hearing. \u201cBut I am disappointed that they didn\u2019t take the amendments for all minors to be protected.\u201d<\/p>\n\n\n\n<p>Ms. Grove&nbsp;said she will continue to pursue stiffer charges for those soliciting minors for sex.<\/p>\n\n\n\n<p>Some testifying in opposition to the bill argued during the hearing that stiffer penalties for offenders are ineffective and could traumatize those who are sentenced to prison.<\/p>\n\n\n\n<p>Others countered that lifelong trauma is experienced by children who are bought and sold for sex.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"https:\/\/www.theepochtimes.com\/_next\/image?url=https%3A%2F%2Fimg.theepochtimes.com%2Fassets%2Fuploads%2F2024%2F07%2F04%2Fid5680551-Assemblyman-Tom-Lackey-SB-1414-Public-Safety-Hearing-July-2-2024-600x454.jpeg&amp;w=1200&amp;q=75\" alt=\"Assemblyman Tom Lackey speaks during the Assembly Public Safety Committee's hearing for Senate Bill 1414 at the Capitol in Sacramento, Calif., on July 2, 2024. (Travis Gillmore\/The Epoch Times)<\/figcaption><\/figure>\n\n\n\n<p>Assemblyman Tom Lackey, public safety committee member, told The Epoch Times after the hearing that the bill should have been restored to its original language but noted that progress was made by passing the proposal.<\/p>\n\n\n\n<p>\u201cI\u2019m hurt by it, I\u2019m frustrated by it, but at least we moved something,\u201d Mr. Lackey said.<\/p>\n\n\n\n<p>One law enforcement expert\u2014who retired with 30 years of experience from the Los Angeles Police Department\u2014said the need to prove that minors older than 15 were sexually trafficked to charge solicitors with a felony is problematic.<\/p>\n\n\n\n<p>\u201cThis is kind of smoke and mirrors,\u201d Stephany Powell, senior advisor on law enforcement and policy for the National Center on Sexual Exploitation\u2014a nonprofit headquartered in Washington, D.C.\u2014told The Epoch Times. \u201cOftentimes 16- and 17-year-olds don\u2019t even self-identify as sex trafficking victims, and proving that they were is going to be a problem.\u201d<\/p>\n\n\n\n<p>She said the dynamics of the prostitution trade\u2014where older men are often involved in managing young children and profiting from selling access to their bodies\u2014make it especially difficult for victims to talk about what happened to them.<\/p>\n\n\n\n<p>\u201cThey\u2019re going to have to tell on their pimps, and we know that oftentimes pimps are gang members,\u201d Ms. Powell said. \u201cThis puts them in danger and revictimizes them.\u201d<\/p>\n\n\n\n<p>Having passed the safety committee, SB 1414 will next be heard by the Assembly\u2019s Appropriations Committee on a date yet to be determined. The Legislature\u2019s summer recess begins July 4, with lawmakers returning Aug. 5.<\/p>\n\n\n\n<p>Another bill related to child prostitution\u2014<a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240AB2419\" target=\"_blank\" rel=\"noreferrer noopener\">Assembly Bill 2419<\/a>, authored by Assemblyman Mike Gipson to expand search warrants to investigate such cases\u2014was pulled by the author from a hearing by the Senate\u2019s Public Safety Committee July 2.
