They hit the target area again after the first responders rush in. Is this just to guarantee their target dies and doesn’t receive care? Or do they think other worthwhile targets, or their primary target will rush in to rescue family? Whatever the reasoning, it’s pretty cold blooded, diabolical, and apparently a war crime. Note with what wickedness governments exercise their rule of violence. And didn’t Obama’s administration use this tactic on an American citizen?

Double-Tap Warfare: Should President Obama Be Investigated for War Crimes?

A “double-tap” drone strike involves bombing a target, waiting a period of five to twenty minutes, often during which first responders arrive, and then bombing the target a second or even third time. This Note argues that such attacks, by virtue of their indiscriminate nature, are likely serious violations of Common Article 3 of the Geneva Conventions of 1949, which prohibits targeting civilians, the wounded, or those placed hors de combat. Thus, such attacks are likely war crimes under international law and under the War Crimes Act of 1996, a U.S. law that criminalizes carrying out, or ordering to be carried out, grave breaches of Common Article 3. The First Geneva Convention of 1949, to which the United States is a party, requires that states enact legislation to punish those who carry out grave breaches of the Convention, and further requires that states take the appropriate steps to enforce these penalties. This Note argues that to conform to international law, the United States should cease the use of double-tap drone strikes immediately, if it has not already. Additionally, the United States should make the criteria it uses to target individuals for drone strikes as transparent as necessary to determine the process’s legality under international law. Without transparency on the part of cooperating governments, it is nearly impossible to determine the legality of a covert military program. Furthermore, this Note proposes that the United States and the appropriate legal bodies are legally and morally required to investigate the use of double-tap drone strikes to determine if war crimes have been committed.

https://scholarship.law.ufl.edu/flr/vol69/iss1/7/

https://southfront.press/saudi-strikes-devastate-homes-target-children-and-rescuers-in-massacre-near-sanaa-videos/

At least 25 people, most of them women and children, were killed on November 7 when Saudi strikes hit residential homes near Yemen’s capital, in an attack that Houthi authorities said continued with repeated strikes on rescuers attempting to pull survivors from the rubble.

Airstrikes struck residential homes in the village of al-Shariya, in the Bani Hushaysh district of Sanaa province, killing at least 25 people and wounding 30, Anees Alasbahi, spokesman for the Houthi-run Health Ministry, told Al Masirah TV. The spokesman blamed Saudi Arabia for the strikes. Saudi authorities had not publicly commented on the attack.

The Houthi-run SABA news agency initially reported that five homes had been struck, with residents trapped beneath the rubble. Subsequent reports put the number of homes hit at six and said most of those killed were women and children. The attacks did not stop with the destruction of the residential buildings.

SABA reported that Saudi warplanes carried out additional strikes against first responders attempting to reach survivors, including two attacks during rescue operations.

The agency later reported further strikes on roads leading to the devastated area, as well as another attack on rescuers and civilian homes, describing it as the fourth such assault on the area.

The repeated attacks on rescue teams and access routes threatened to compound the casualties by hindering efforts to reach people buried beneath the rubble.

The attack came a day after another deadly incident in southwestern Yemen, where Houthi health officials said at least 30 people were killed and eight wounded in strikes on the al-Hadara market in Taiz province. The Houthis blamed Saudi Arabia for that attack.

The two consecutive days of reported mass civilian casualties mark a particularly deadly escalation in Yemen’s renewed fighting, with residential areas and other civilian locations now at the center of the Saudi bombing campaign, which has failed so far to deter the Houthis or stop their advance.

The latest massacres are certain to provoke a fierce response from the Houthis, who are unlikely to let the killing of dozens of civilians pass without retaliation.

This is a peculiar tactic the US and Israel have used in the Middle East as well, referred to as the double tap.
