Plug and play receptacles in street lights that can be upgraded with advanced cameras, AI, signal intelligence&#8230; And since they&#8217;re street lights, they&#8217;ll turn neighborhoods into jail like surveillance, the coming Panopticon. This is <a href=\"https:\/\/jasonsblog.ddns.net\/index.php\/2023\/09\/23\/rosa-koire-un-agenda-2030-exposed\/\" target=\"_blank\" rel=\"noreferrer noopener\">Agenda 2030<\/a> preparation for when they move everyone into city centers. Consequently, it&#8217;s my belief that aliens have been hyped so much over the last few decades in media because it will be used to <a href=\"https:\/\/jasonsblog.ddns.net\/index.php\/2025\/09\/12\/are-ufos-being-set-up-to-explain-the-rapture\/\" target=\"_blank\" rel=\"noreferrer noopener\">explain away the extraction of the church<\/a>, the <a href=\"https:\/\/jasonsblog.ddns.net\/index.php\/2023\/06\/17\/the-rapture-of-the-church\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rapture<\/a>, and could be the reasoning for moving people into smart cities and out of rural areas, all for their protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/reclaimthenet.org\/the-streetlight-with-half-a-terabyte-of-surveillance-storage-inside\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/reclaimthenet.org\/the-streetlight-with-half-a-terabyte-of-surveillance-storage-inside<\/a><\/p>\n\n\n<div class=\"wp-block-ub-divider ub_divider ub-divider-orientation-horizontal\" id=\"ub_divider_d946fdca-4c91-4314-852d-c3e0d143984c\"><div class=\"ub_divider_wrapper\" style=\"position: relative; margin-bottom: 2px; width: 100%; height: 2px; \" data-divider-alignment=\"center\"><div class=\"ub_divider_line\" style=\"border-top: 2px solid #ccc; margin-top: 2px; \"><\/div><\/div><\/div>\n\n\n<h5 class=\"wp-block-heading\">The city council approved a lighting upgrade. What it got was 4,000 poles with an Intel processor and two cameras apiece, and nobody thought to ask which one they were voting on.<\/h5>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/media.reclaimthenet.org\/images\/2026\/08\/eiyXmaz4EZgV.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">By Christina Maas<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stub on top of an LED streetlight passes for a photocell. That&#8217;s the sensor that switches the lamp on at dusk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it&#8217;s true that it is a socket. Behind it is ANSI C136.41, an American twist-lock standard that began with three pins for switching power, grew to five for analog dimming, and now runs to seven. The extra pins are wired for an external sensor, according to&nbsp;<a href=\"https:\/\/tvilight.com\/smart-street-lighting-nema-vs-zhaga\/\">a technical comparison published<\/a>&nbsp;by the lighting-controls maker Tvilight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A photocell twists in &#8211; so does a networked lighting controller, which the trade calls a NEMA node after the National Electrical Manufacturers Association, the standards body behind the socket. But so does hardware that has nothing to do with light.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;You Know About Flock Cameras, Meet Nema Nodes,&#8221; ran the headline on&nbsp;<a href=\"https:\/\/tech.yahoo.com\/cybersecurity\/articles\/know-flock-cameras-meet-nema-172104688.html\">a piece Yahoo&#8217;s tech pages<\/a>&nbsp;published on July 14, 2026, carrying a July 13 post from the account The Vigilant Fox. It got people talking about it but the introduction came nine years late.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">San Jose heard the warning in February 2017. That was when the city was considering a contract with Siemens and anyCOMM to convert some 39,000 streetlights to LED. Any big public infrastructure change like this is often the perfect time cities think about injecting forms of surveillance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time,&nbsp;<a href=\"https:\/\/www.eff.org\/files\/2017\/02\/13\/2017.2.13_-_advocates_letter_to_san_jose_re_smart_streetlights.pdf\">twelve civil-liberties groups wrote<\/a>&nbsp;to the council that the streetlights were not themselves a surveillance technology &#8211; but the controller node on each one had, in the words of the city staff&#8217;s own memorandum, &#8220;the capacity to accommodate up to four video cameras with digital recording devices.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That wasn&#8217;t all. Along side that, there was an audio sensor for detecting gunshots, car crash detection and graffiti detection and, through third-party partners, Wi-Fi hotspots and LTE small cells.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter called the 39,000 lights &#8220;readymade for potentially invasive surveillance.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, San Diego went ahead and built it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, in 2016, the city signed a $30 million contract with a General Electric subsidiary to build &#8220;intelligent sensor nodes&#8221; into some 4,000 streetlights, financed so that energy savings from the LED swap would cover the payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inside each node,&nbsp;<a href=\"https:\/\/spectrum.ieee.org\/san-diego-installs-smart-streetlights-to-monitor-the-metropolis\">per IEEE Spectrum&#8217;s accounting<\/a>, was an Intel Atom processor, half a TB of storage, two 1080p video cameras and two acoustic sensors. Under the contract the vendor &#8211; GE Current at first &#8211; owned the processed data and any algorithms derived from it. Stated uses ran to parking, traffic counts and bicycle-lane planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There was an expectation when we launched this that it was not a law-enforcement system,&#8221; said Erik Caldwell, the city&#8217;s deputy chief operating officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That expectation lasted until August 2018, when an officer investigating a murder in the Gaslamp Quarter looked up and saw that a new streetlight had a perfect view of the crime scene. &#8220;We had never seen a video from any of these cameras before,&#8221; said Jeffrey Jordon, a captain with the San Diego Police Department. Footage was still on the light &#8211; video was kept five days before deletion &#8211; and the vendor pulled it up to its cloud servers and forwarded it to police. The video exonerated the person who had been arrested for the murder, and police considered the technology invaluable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By late 2018 the department had direct access to the network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officers used camera data 322 times between August 2018 and May 2020, by the count in the department&#8217;s own memorandum, which put the camera-equipped streetlights then in operation at 3,030.&nbsp;<a href=\"https:\/\/www.techpolicy.press\/san-diego-street-smarts-and-surveillance\/\">Tech Policy Press<\/a>, reconstructing the affair, reported that the council had approved the 2016 deal without questioning what the sensors could record or who would manage the data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Game changer&#8221; is what police leaders repeatedly called the cameras.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Watchdog groups formed a coalition, TrustSD, to turn the police department&#8217;s self-written policy into an enforceable law, and the city responded to that with more community meetings across 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">San Diego let its streetlight contract expire in June of 2020. But the vendor agreed to keep the cameras rolling so that police could keep pulling footage. Who was the customer by then?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kevin Faulconer, then the mayor,&nbsp;<a href=\"https:\/\/www.kpbs.org\/news\/2020\/sep\/10\/privacy-faulconer-shuts-down-smart-streetlights\/\">ordered the sensors and cameras<\/a>&nbsp;deactivated in September 2020 until an ordinance governed their use. On November 10 the council voted unanimously for surveillance rules and a privacy advisory board, though the ordinance creating the board would not reach final passage until April 5, 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Police access ended. The cameras themselves, Tech Policy Press reported, apparently kept running at first; the city seemingly could not switch them off without cutting the lights, and the vendor would not change that until the city met its financial commitments. The debt remained either way.&nbsp;<a href=\"https:\/\/www.sandiegocounty.gov\/content\/dam\/sdc\/grandjury\/reports\/2021-2022\/SmartStreetlightsReport.pdf\">A county grand jury report<\/a>&nbsp;dated June 23, 2022, titled &#8220;Wasted Investments,&#8221; said that the city was still paying about $2.3 million a year on the General Electric loan. It said the promised energy savings had never materialized because not all the lights were installed, and the unused cameras should go back into police hands. IEEE Spectrum gave a different reason for the missing savings,&nbsp;<a href=\"https:\/\/spectrum.ieee.org\/cops-smart-street-lights\">increases in electric rates<\/a>&nbsp;that ate them up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Back they went. The privacy advisory board recommended rejecting the police department&#8217;s proposal in June 2023, and the council approved it anyway. Mayor Todd Gloria signed the measure,&nbsp;<a href=\"https:\/\/reclaimthenet.org\/san-diego-flock-misidentification\">a five-year agreement with a company called Ubicquia for 500 smart streetlight cameras paired with Flock Safety&#8217;s automated license plate readers<\/a>, set to run by January 2024 under the city&#8217;s new transparency ordinance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ANSI C136.41 defines the plug, the pins, and the voltages but it specifies no data model at all, so a controller vendor delivers whatever data it chooses in whatever format, per Tvilight&#8217;s comparison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s a newer standard of this type of technology though. It started in Europe and was adopted by American standards bodies in 2019. It defines the data itself, and Tvilight says most new smart street lighting projects are choosing it. The receptacle that dimmed a lamp is giving way to one engineered to move structured data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ubicquia&nbsp;<a href=\"https:\/\/www.businesswire.com\/news\/home\/20200504005238\/en\/Ubicquia-to-Acquire-Industry-Leading-Smart-City-Platform-CityIQ-from-GE-Current-a-Daintree-Company.\">bought the CityIQ platform<\/a>&nbsp;&#8211; the system running San Diego&#8217;s nodes &#8211; from its private-equity owner in May 2020. The Florida company says its platforms now run in more than 1,000 utilities and municipalities. In February 2026 it closed a&nbsp;<a href=\"https:\/\/www.ubicquia.com\/newsroom\/ubicquia-secures-series-d-funding\">$106 million Series D round<\/a>&nbsp;to fund AI development, international expansion and new &#8220;as-a-service&#8221; offerings for utilities, municipalities and law enforcement agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2025, two months before the funding closed, it launched&nbsp;<a href=\"https:\/\/www.prnewswire.com\/news-releases\/ubicquia-launches-the-next-generation-in-intelligent-streetlighting-302632598.html\">UbiScout, an AI video accessory<\/a>&nbsp;the company says brings &#8220;adaptive lighting, traffic intelligence, and AI-powered curb analytics to existing UbiCell customers.&#8221; Those customers are cities already running its streetlight controllers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the company&#8217;s own words, its UbiHub platform, &#8220;enables advanced license plate recognition, livestreaming, and vehicle intelligence capabilities using existing streetlight infrastructure&#8221; and serves as &#8220;a force multiplier for budget constrained law enforcement departments.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How many of those thousand-plus cities and utilities ever held a hearing about cameras?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This investment comes at a time when utilities, police departments and municipalities are rapidly adopting AI-enabled solutions to improve grid resiliency, reduce energy costs and enhance security and safety,&#8221; said Ubicquia CEO Ian Aaron in&nbsp;<a href=\"https:\/\/www.govtech.com\/biz\/smart-streetlight-tech-supplier-ubicquia-raises-106m\">an email to Government Technology<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A camera sold this way starts as a maintenance line item, on a pole the city already owns, from a vendor the city already pays. Ubicquia&#8217;s own&nbsp;<a href=\"https:\/\/www.ubicquia.com\/public-safety\">sales page for public safety<\/a>&nbsp;states the economics. &#8220;Avoiding power trenching, NEMA enclosures, and permitting,&#8221; it says, &#8220;makes cameras less expensive to deploy and easier to relocate.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What makes the San Diego story important to know is that it&#8217;s a case study of how this creep happens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nobody overtly decided to build a surveillance network. The council approved a lighting upgrade, the sockets came with the lights, the sensors came with the sockets, and police access arrived two years later because an officer happened to look up at a crime scene.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cities running LED conversions now are signing the same kind of contract under the same energy-savings accounting and the hardware on offer is considerably more capable than what went up in 2016. The moment to ask questions is not when a camera program is announced, because it may never be announced as one. It is when the receptacle is specified, when the contract sets out who owns the data coming off it, and before the pole is already in the ground.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This is diabolical.
