The idea of 6G phones being remote radar sensors is quite alarming, along with what they could track. Germany\u2019s data protection authorities are now warning that existing privacy rules may not provide a workable legal foundation for collecting it at scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/www.itu.int\/hub\/2026\/03\/imt-2030-technical-requirements-for-the-6g-future\/\">International Telecommunication Union<\/a>&nbsp;included integrated sensing and communication among six official usage scenarios for IMT-2030, the global framework commonly known as 6G. In February 2026, ITU experts agreed on 20 draft performance requirements for evaluating future 6G radio technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Integrated Sensing and Communication (ISAC) allows the same wireless infrastructure to transmit communications and analyze how radio waves reflect from the surrounding environment. Those reflections can reveal an object\u2019s presence, location, distance, speed, and movement without requiring a camera or a dedicated radar installation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commercial and operational applications include autonomous transportation, factory automation, drone navigation, weather monitoring, crowd management, fall detection, and contactless health monitoring. Germany\u2019s data protection authorities <a href=\"https:\/\/www.lda.brandenburg.de\/lda\/de\/datenschutz\/institutionen-und-dokumente\/dsk-entschliessungen\/111-dsk-beschluss-positionspapier-zu-isac\/\">said<\/a> the technology could eventually allow base stations, smartphones, access points, and other connected equipment to function as radar sensors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The feature is not a fringe research proposal.&nbsp;<a href=\"https:\/\/www.3gpp.org\/specifications-technologies\/releases\/release-20\">3GPP<\/a>, the organization responsible for global mobile standards, has assigned Release 20 to 6G studies, including ISAC, while Release 21 will contain the first normative 6G work. An&nbsp;<a href=\"https:\/\/www.etsi.org\/deliver\/etsi_gr\/ISC\/001_099\/004\/01.01.01_60\/gr_ISC004v010101p.pdf\">ETSI report published in February 2026<\/a>&nbsp;explicitly categorizes people without phones or network connections as possible sensing targets. It identified 19 major issues surrounding ISAC, including 15 involving privacy and security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those risks include unauthorized sensing, improper access to sensing data, behavioral profiling, AI-generated inferences, data manipulation, and the collection of information about people who may not know that sensing is occurring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany\u2019s federal and state privacy regulators sharpened that warning in a&nbsp;<a href=\"https:\/\/www.lda.brandenburg.de\/lda\/de\/datenschutz\/institutionen-und-dokumente\/dsk-entschliessungen\/111-dsk-beschluss-positionspapier-zu-isac\/\">June 17 position paper<\/a>. The authorities said widespread consent would be difficult to obtain because sensing areas could include bystanders who do not carry mobile devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike a phone owner accepting an application\u2019s terms, a person walking near a base station or Wi-Fi access point may have no direct relationship with the organization processing the resulting data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consent may therefore work only in limited locations and for clearly defined periods, such as a hospital room where contactless monitoring has been specifically authorized. Broader deployments may require other legal grounds under the EUs General Data Protection Regulation. Public-security applications could require new legislation, while companies relying on legitimate business interests would still have to demonstrate that their purposes outweigh the rights of affected people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Heartbeats<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Research cited by the German regulators shows that radar and wireless sensing data can be combined with machine learning to distinguish people and infer characteristics including gait, gestures, breathing, and heartbeat patterns. The authorities also warned that some radio configurations can penetrate walls, creating potential access to activity inside private spaces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final capabilities will depend on the frequencies and hardware adopted, the physical environment, network configuration, and the resolution permitted by the standard. The German paper acknowledged that the full sensing capabilities available through standardized 6G infrastructure cannot yet be determined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent academic work similarly <a href=\"https:\/\/arxiv.org\/abs\/2605.28325\">divides<\/a> ISAC information into environmental data, behavioral data, and physiological data. Advanced systems may infer breathing or heart-rate-related information, but those functions remain subject to technical limitations and unresolved privacy controls.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Privacy rules<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">ETSI has proposed controls covering sensing consent, transparency, access authorization, retention, deletion, and the processing of data about people who are not connected to the network. Germany\u2019s regulators are asking standards bodies to go further by limiting sensing precision to what each service actually requires and building data minimization into the infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their position paper said privacy-enhancing methods such as aggregation, masking, randomization, pseudonymization, and differential privacy have not yet been incorporated as general protections in emerging Wi-Fi or 6G standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That leaves regulators targeting the standardization process rather than a technology already operating at scale. The unresolved decisions include which devices may sense, what level of detail they may extract, who receives the results, how long those results can be retained, and whether people can meaningfully refuse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once those choices become embedded in network equipment and billions of connected devices, the privacy problem will no longer be limited to what phones know about their owners.
