Dare I say, those that take the mark will be punished in the Lake of Fire in front of Christ and His Holy Angels which is going to burn in more ways than one.<\/p>\n\n\n\n<p><a href=\"https:\/\/reclaimthenet.org\/jess-phillips-resigns-pushes-phone-scanning-law-in-uk\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/reclaimthenet.org\/jess-phillips-resigns-pushes-phone-scanning-law-in-uk<\/a><\/p>\n\n\n<div class=\"wp-block-ub-divider ub_divider ub-divider-orientation-horizontal\" id=\"ub_divider_fc3246e5-31c7-435b-858d-e2353a83de11\"><div class=\"ub_divider_wrapper\" style=\"position: relative; margin-bottom: 2px; width: 100%; height: 2px; \" data-divider-alignment=\"center\"><div class=\"ub_divider_line\" style=\"border-top: 2px solid #ccc; margin-top: 2px; \"><\/div><\/div><\/div>\n\n\n<h5 class=\"wp-block-heading\">A departing UK minister used her resignation letter to demand device-level photo scanning on every phone in the country.<\/h5>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/reclaimthenet.org\/wp-content\/uploads\/2026\/05\/bI8RT454v2fE-scaled.jpg\" alt=\"Phillips with short brown hair wearing a black blazer and green-striped lanyard speaking while seated on green leather bench in a formal chamber.\" class=\"wp-image-239697\"\/><\/figure>\n\n\n\n<p>By Ken Macon<\/p>\n\n\n\n<p>Stuffed inside a resignation letter about the UK\u2019s Labour Party\u2019s leadership crisis is a proposal that should alarm anyone who owns a phone.<\/p>\n\n\n\n<p>Jess Phillips, who stepped down as Safeguarding Minister today, spent a significant portion of her parting shot to Prime Minister Keir Starmer, complaining that the government failed to mandate technology on every phone and device in the country that would prevent children from taking explicit images.<\/p>\n\n\n\n<p><strong>We obtained a copy of the letter for you <a href=\"https:\/\/docs.reclaimthenet.org\/jess-phillips-resignation-letter-device-scanning.pdf\">here<\/a>.<\/strong><\/p>\n\n\n\n<p>Phillips framed this as child protection but what she described is device-level surveillance deployed at national scale.<\/p>\n\n\n\n<p>Her letter stated that \u201c91% of online child sex abuse is self-generated by children groomed, tricked and exploited in to abuse,\u201d and that she presented solutions to Starmer \u201cover a year ago\u201d that would \u201cend the ability for children in the UK to take naked images of themselves.\u201d<\/p>\n\n\n\n<p>She wanted this installed on every device in the country.<\/p>\n\n\n\n<p>The government dragged its feet for twelve months before agreeing to \u201ceven threaten to legislate in this space. Not legislate, just threaten.\u201d Phillips called this \u201cthe definition of incremental change.\u201d<\/p>\n\n\n\n<p>An announcement planned for March got pushed to June. She\u2019d \u201cgiven up believing it\u201d would happen.<\/p>\n\n\n\n<p>The resignation falls during a brutal stretch for Starmer. More than 90 Labour MPs have called for him to go after disastrous local elections.<\/p>\n\n\n\n<p>Phillips told Starmer he is \u201ca good man fundamentally, who cares about the right things\u201d but that she\u2019d \u201cseen first-hand how that is not enough.\u201d His instinct to avoid confrontation, she argued, had paralyzed the government. \u201cThe desire not to have an argument means we rarely make an argument, leaving opportunities for progress stalled and delayed.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Phillips Was Actually Proposing<\/h2>\n\n\n\n<p>In November 2025, Phillips publicly <a href=\"https:\/\/reclaimthenet.org\/jess-phillips-supports-message-scanning-to-protect-children-online\">backed<\/a> an Internet Watch Foundation campaign urging tech companies to install client-side scanning in encrypted messaging apps. That system checks every image against a database of known abuse material before it gets sent, scanning content on your device before encryption can protect it.<\/p>\n\n\n\n<p>The IWF called it \u201cupload prevention.\u201d The EU called a nearly identical proposal \u201c<a href=\"https:\/\/reclaimthenet.org\/eu-bans-mass-chat-scanning-extension-2027\">Chat Control<\/a>.\u201d Both rely on the same architecture and that architecture requires software on your personal device that inspects your private content before you send it.<\/p>\n\n\n\n<p>The EU\u2019s version <a href=\"https:\/\/reclaimthenet.org\/european-parliament-rejects-mass-chat-control\">collapsed<\/a> after Germany and several other member states rejected it on privacy grounds. Germany\u2019s Justice Minister compared mandatory message scanning to \u201copening all letters as a precautionary measure.\u201d Signal threatened to leave the EU rather than compromise its encryption. Over 700 experts warned that narrowing the scope of such scanning \u201cdoes not eliminate the serious concerns\u201d about mass surveillance.<\/p>\n\n\n\n<p>Those concerns apply directly to what Phillips wanted. Any software capable of scanning images on a device can be updated to scan for different content.<\/p>\n\n\n\n<p>The infrastructure built to detect abuse material can search for political speech, protest coordination, or journalistic sources. The technical capability doesn\u2019t care about the stated justification.
