Anna Paulina Luna (Gage Skidmore from Surprise, AZ, United States of America \/ Wikimedia Commons)<\/figcaption><\/figure>\n\n\n\n<p>Nick Naulty<\/p>\n\n\n\n<p>As a massive farm bill heads toward a House floor vote this week, its more than 300 amendments and disputes over key provisions are raising questions about whether the bipartisan coalition behind the legislation can hold.<\/p>\n\n\n\n<p>Divisions stem from disputes over the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4673\" target=\"_blank\" rel=\"noreferrer noopener\">Save Our Bacon Act<\/a>, a provision tied to federal limits on state agricultural standards and one particular amendment that would prevent states from implementing their own pesticide labeling and bar consumers from suing pesticide companies.<\/p>\n\n\n\n<p>On April 24, Republican Florida Rep. Anna Paulina Luna introduced an <a href=\"https:\/\/rules.house.gov\/bill\/119\/hr-7567\" target=\"_blank\" rel=\"noreferrer noopener\">amendment<\/a> to strike the Save Our Bacon Act, a bill that seeks to block states from implementing their own production standards and has <a href=\"https:\/\/dailycaller.com\/2026\/04\/20\/nside-swamps-new-farm-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">drawn support<\/a> from industry stakeholders, including the largest pork manufacturer in the U.S., Smithfield Foods, a Chinese-owned company.<\/p>\n\n\n\n<p>During a Tuesday House Rules Committee Hearing, the committee declined to allow a floor vote on Luna\u2019s proposed amendment to strip the Save Our Bacon Act.<\/p>\n\n\n\n<p>Luna\u2019s amendment has garnered bipartisan support, with more than a dozen cosponsors, including Democratic California Rep. Jim Costa and Republican New Jersey Rep. Jeff Van Drew, according to Marty Irby, president and CEO of Capitol South. Irby warned the farm bill faces an \u201cuphill battle\u201d unless the disputed provisions are removed. Irby added that some agricultural groups could support final passage if the Save Our Bacon language is stripped from the bill.<\/p>\n\n\n\n<p>Luna has also taken a hard stance, warning Monday in a <a href=\"https:\/\/x.com\/realannapaulina\/status\/2048930612120031280?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">post<\/a> on X that she would \u201cblow up the farm bill\u201d if certain provisions are not removed, including sections she said would \u201cshield pesticide makers from liability\u201d and \u201cweaken warning labels.\u201d<\/p>\n\n\n\n<p>A spokesperson for Luna did not immediately comment to the DCNF.<\/p>\n\n\n\n<p>Democratic Maine Rep. Chellie Pingree and Republican Kentucky Rep. Thomas Massie are <a href=\"https:\/\/rules.house.gov\/bill\/119\/hr-7567\" target=\"_blank\" rel=\"noreferrer noopener\">leading<\/a> a bipartisan effort to remove pesticide labeling provisions.<\/p>\n\n\n\n<p>\u201cIf farmers contract a form of cancer or non-Hodgkins lymphoma from this chemical, if this makes it into the Farm Bill, you won\u2019t be able to sue for that,\u201d Massie told reporters last week.<\/p>\n\n\n\n<p>During a rally outside the Supreme Court yesterday, Massie highlighted that Americans are under attack by a foreign pesticide company, <a href=\"https:\/\/x.com\/RepThomasMassie\/status\/2048916624141422662\" target=\"_blank\" rel=\"noreferrer noopener\">telling<\/a> Lindell TV that \u201cthis administration has sided with a German company trying to get immunity from the harm that their products may cause.\u201d<\/p>\n\n\n\n<p>The House Rules Committee drafted a rule to advance Luna\u2019s version of the pesticide amendment, setting it up for a floor vote this week, <a href=\"https:\/\/x.com\/meredithllee\/status\/2049183501057216908\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to Politico.<\/p>\n\n\n\n<p>Pesticide-heavy environments could raise cancer risk by up to 150%, according to a recent <a href=\"https:\/\/www.sciencedaily.com\/releases\/2026\/04\/260426012314.htm\" target=\"_blank\" rel=\"noreferrer noopener\">study<\/a> released April 27 and conducted by Institut Pasteur.<\/p>\n\n\n\n<p>As disagreements among lawmakers continue, more than <a href=\"https:\/\/farmcredit.com\/news\/more-than-330-ag-groups-urge-house-to-advance-farm-bill-2-0\/\" target=\"_blank\" rel=\"noreferrer noopener\">300<\/a> agricultural groups representing farmers and ranchers have urged Congress to pass the bill, according to a letter sent to House leadership on April.<\/p>\n\n\n\n<p>While another 300 farm groups urge Congress to reject the Farm Bill, <a href=\"https:\/\/sustainableagriculture.net\/blog\/release-more-than-300-farm-groups-urge-congress-to-reject-house-farm-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to the National Sustainable Agriculture Coalition (NSAC)\u2019s April 24 press release.<\/p>\n\n\n\n<p>The push from outside groups underscores the competing pressures lawmakers face as amendments reshape the bill ahead of a final vote.<\/p>\n\n\n\n<p>As House leadership moves forward, the volume of amendments and internal disagreements leaves the bill\u2019s future uncertain, even with a planned floor vote. The outcome of the House Rules Committee process \u2014 and which amendments are allowed to receive votes \u2014 could ultimately determine whether the legislation can secure enough support to pass.<\/p>\n\n\n\n<p>Past farm bills have historically been <a href=\"https:\/\/www.congress.gov\/crs-product\/R45525\" target=\"_blank\" rel=\"noreferrer noopener\">bipartisan<\/a>, built on farm subsidies and nutrition programs like Supplemental Nutrition Assistance Program (SNAP) benefits. The current state of the farm bill is amendment-heavy, with over <a href=\"https:\/\/rules.house.gov\/bill\/119\/hr-7567\" target=\"_blank\" rel=\"noreferrer noopener\">300<\/a> added before the House vote.<\/p>\n\n\n\n<p>The surge of amendments reflects growing divisions among lawmakers as competing interests over nutrition spending, farming subsidies and federal regulations make it challenging to maintain the traditional coalition.<\/p>\n\n\n\n<p>Republican Iowa Rep. Ashley Hinson introduced the Save Our Bacon Act in July 2025. Hinson is the odds-on <a href=\"https:\/\/dailycaller.com\/2025\/09\/05\/republicans-unify-ashley-hinson-iowa-senate-joni-ernst\/\" target=\"_blank\" rel=\"noreferrer noopener\">frontrunner<\/a>&nbsp;to be the GOP nominee in the state\u2019s hotly contested November Senate race.<\/p>\n\n\n\n<p>A spokesperson with Hinson\u2019s office defended the bill, noting that it \u201creaffirms livestock producers\u2019 right to sell their products across state lines, without interference from arbitrary mandates, further adding, \u201cwhile large, integrated packers like Smithfield can afford to comply with mandates like Prop 12, small, independent American farms and ranches cannot.\u201d<\/p>\n\n\n\n<p>When asked whether the congresswoman worries about the benefits the legislation would have for the Chinese-owned pork industry, the spokesperson noted that the argument that China is benefiting from the Save Our Bacon Act is being pushed by special interest groups.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/timesnews.net\/news\/370865\/us-house-to-vote-on-five-year-farm-bill-this-week\/\" target=\"_blank\" rel=\"noreferrer noopener\">vote<\/a> on the farm bill is scheduled for this week, after passing the House Agriculture Committee on March 5. The legislation relies on a \u201clogrolling\u201d process, in which lawmakers support provisions outside their priorities to pass the entire bill.<\/p>\n\n\n\n<p>In the previous farm bill signed into law in 2018, SNAP accounted for roughly <a href=\"https:\/\/www.agrisompo.com\/education\/what-is-snap-and-how-is-it-connected-to-crop-insurance\/\" target=\"_blank\" rel=\"noreferrer noopener\">80%<\/a> of the bill\u2019s total budget, according to AgriSompo.
