How Alberta votes and how the government responds should really illuminate what&#8217;s going on within the Canadian government, and what their orders are from the crown.<\/p>\n\n\n\n<p><a href=\"https:\/\/rairfoundation.com\/exposed-secret-canadian-government-deal-could-put-vancouver\/\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/rairfoundation.com\/exposed-secret-canadian-government-deal-could-put-vancouver\/<\/a><\/p>\n\n\n<div class=\"wp-block-ub-divider ub_divider ub-divider-orientation-horizontal\" id=\"ub_divider_968f5672-1c9b-436f-a794-146a097ee675\"><div class=\"ub_divider_wrapper\" style=\"position: relative; margin-bottom: 2px; width: 100%; height: 2px; \" data-divider-alignment=\"center\"><div class=\"ub_divider_line\" style=\"border-top: 2px solid #ccc; margin-top: 2px; \"><\/div><\/div><\/div>\n\n\n<p>By Vlad Tepes<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/rairfoundation.com\/wp-content\/uploads\/2026\/03\/john-carpay-banner_3.3.1-1200x630.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p>In this explosive interview, JCCF President John Carpay reveals that Canada\u2019s federal government secretly signed an agreement granting \u201cAboriginal title\u201d over Vancouver and surrounding cities to a small Indigenous band\u2014potentially threatening the property rights of millions while advancing race-based governance and sweeping new restrictions on free speech under Bill C-9.<\/p>\n\n\n\n<p>In an exclusive interview with RAIR Foundation, constitutional lawyer John Carpay, president of the Centre for Justice and Constitutional Freedoms (JCCF), revealed that Canada\u2019s federal government secretly signed a \u201crights recognition agreement\u201d acknowledging Aboriginal title claims over Vancouver and surrounding cities\u2014an agreement that could place the property rights of more than two million residents under potential Indigenous control.<\/p>\n\n\n\n<p>The territory includes more than two million residents and encompasses major cities such as Burnaby, Richmond, New Westminster, North Vancouver, West Vancouver, and Port Moody, as well as parts of Delta, Surrey, and Coquitlam.<\/p>\n\n\n\n<p>Homeowners who have poured their life savings into mortgages now face the chilling prospect that their properties could be subject to Indigenous claims, including potential rent collection or co-governance by a race-based \u201cthird order\u201d of government.<\/p>\n\n\n\n<p><strong>The Secret Agreement: Handing Over Vancouver Without Consultation<\/strong><\/p>\n\n\n\n<p>Carpay explained the deal\u2019s origins: \u201cIn early March, 2026, it became public that Canada\u2019s federal government had signed a rights recognition agreement with the Musqueam Indian Band in Vancouver\u2026 signed on February 20, 2026, the public was totally, completely kept in the dark.\u201d<\/p>\n\n\n\n<p>The agreement grants \u201cAboriginal title\u201d \u2013 defined by the Supreme Court of Canada as \u201c<strong>right to the land itself\u201d<\/strong> \u2013 over a vast urban expanse.<\/p>\n\n\n\n<p>This isn\u2019t mere hunting or fishing rights; it\u2019s ownership-level control that could allow the Musqueam to collect rent or impose governance.<\/p>\n\n\n\n<p>Three other bands \u2013 Tsawwassen, Squamish, and Cowichan \u2013 also claim the same territory, setting the stage for potential legal battles. Yet, no one was consulted: not the 2.5 million residents, not provincial leaders like B.C. Premier David Eby (who distanced himself with a vague statement), and certainly not homeowners now at risk.<\/p>\n\n\n\n<p>Carpay noted the Musqueam chief\u2019s assurances\u2013 \u201cOh, don\u2019t worry, we\u2019re not coming after private property\u201d \u2013 but stressed these are \u201cnot legally binding promises.\u201d The agreement explicitly allows for rent collection, and delays could be temporary.<\/p>\n\n\n\n<p>Why the secrecy? Carpay speculated: \u201cIf they had tried to do it in an honest, transparent, open, democratic process, there would have been public opposition.\u201d<\/p>\n\n\n\n<p>Vancouver\u2019s diverse population \u2013 majority Chinese-Canadian, Punjabi-Canadian, and immigrants from around the world \u2013 has little historical ties to Indigenous grievances. \u201cOur ancestors didn\u2019t do anything bad to the Aboriginals,\u201d Carpay imagined them saying. This deal, he argued, is consistent with longstanding constitutional arrangements that already treat Indigenous rights differently under Canadian law.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>A Broader Attack on Private Property and Equality<\/strong><\/h4>\n\n\n\n<p>This isn\u2019t just about Vancouver; it\u2019s a precedent that could engulf Toronto, Ottawa, Montreal, or any Canadian city.<\/p>\n\n\n\n<p>Carpay discussed the notion of \u201cland acknowledgments\u201d \u2013 mandatory at public events \u2013 as a form of \u201cpredictive programming,\u201d indoctrinating guilt while priming the public for such transfers.<\/p>\n\n\n\n<p>\u201cIf you really believe it\u2019s stolen land\u2026 give up your own house,\u201d he quipped, calling it \u201chypocritical virtue signaling.\u201d<\/p>\n\n\n\n<p>At its core, the agreement creates a \u201cthird order of Aboriginal government\u201d to co-rule alongside federal and provincial authorities \u2013 a move Carpay deems unconstitutional and disastrous. \u201cRace-based government creates strife and resentment,\u201d he warned.<\/p>\n\n\n\n<p>Canada\u2019s Constitution allocates all power between federal and provincial levels; inserting racial hierarchies violates equality. Examples abound: Indigenous grants, tax exemptions, and hunting rights unavailable to others foster division. \u201cThe only way to achieve social harmony\u2026 is equal rights for all, special privileges for none.\u201d<\/p>\n\n\n\n<p>\u201cFor RAIR readers in the U.S., this should ring alarm bells. America faces similar Indigenous land claims through tribal sovereignty and federal recognition. Ongoing disputes \u2013 such as the Dakota Access Pipeline protests or the Bears Ears National Monument battles \u2013 have disrupted private development and raised questions about eminent domain. If U.S. courts or the Biden-Harris administration (or successors) expand tribal title over urban or developed lands, homeowners in cities like Seattle, Phoenix, or Denver could face analogous threats: rent demands, co-governance, or forced \u201creparations.\u201d<\/p>\n\n\n\n<p>Canada\u2019s deal shows how secretive federal pacts can override state and private rights, using historical grievances to erode property ownership \u2013 a cornerstone of Western liberty.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Bill C-9: Silencing Dissent in the Name of \u201cCombating<strong> Hate\u201d<\/strong><\/h4>\n\n\n\n<p>The interview also touched on Bill C-9, the \u201cCombating Hate Act,\u201d which expands hate speech prohibitions and removes protections for \u201csincerely held religious views.\u201d Carpay explained:<\/p>\n\n\n\n<p>\u201cIt exposes religious leaders to prosecutions if they preach what their sacred scriptures say about homosexuality.\u201d Quoting the Bible, Quran, or Torah could now trigger criminal charges.<\/p>\n\n\n\n<p>As of March 10, 2026, the Liberals have moved to limit debate, fast-tracking the bill amid a Conservative filibuster. A vote on amendments could happen as early as this week, with passage likely thanks to Bloc Qu\u00e9b\u00e9cois support.<\/p>\n\n\n\n<p>Critics decry it as criminalizing opposition to state narratives on gender, sexuality, or other \u201cprotected\u201d topics. Carpay: \u201cAnytime you make certain speech illegal\u2026 the application is going to be political.\u201d<\/p>\n\n\n\n<p>This mirrors U.K. trends (over 30 speech arrests daily) and could inspire U.S. \u201chate speech\u201d pushes under progressive administrations.
