He represents our district and came by the house right before the last election, and I heard him talking with my wife from downstairs. He was weaseling about things looking for an angle to sway her vote and actually made her a little sympathetic, though she still wouldn&#8217;t vote for him. Consequently, he won by 17 votes if I remember right, so going around and lying to people&#8217;s faces did the trick, which is a lesson for his opponent who could have used truth and won. His voting score on <a href=\"https:\/\/wyorino.com\/\">wyorino.com<\/a> has always been terrible (20%), and he shouldn&#8217;t be a Republican, as he&#8217;s really a Demonrat. As a Republican you&#8217;re not supposed to vary from the Republican platform by more than 20% leading to at worse an 80% score. He&#8217;s not going to run for another term, so he fills safe posturing for whoever backs him, and they seem desperate to counter the new Freedom Caucus which has been doing alright in our short legislative session so far. And of course he wants to debate so he can use that forked tongue. The beauty of Wyoming is we don&#8217;t have a lot of people, so you can know your state representatives and senators, which is annoying in the case of Landon Brown. (Matt Idler for Cowboy State Daily)<\/figcaption><\/figure>\n\n\n\n<p>It came at an unexpected moment and on an unexpected bill when Cheyenne Republican Rep. Landon Brown\u2019s frustration boiled over Tuesday, deciding he had finally had it with some of his fellow House members.&nbsp;<\/p>\n\n\n\n<p>After being on the losing end of more than a few bills and amendments this session, Brown took to the House floor to vent his exasperation that members are not debating bills enough and are taking \u201cmarching orders\u201d on how to vote from Wyoming Freedom Caucus leadership.&nbsp;<\/p>\n\n\n\n<p>Brown raised his concerns during debate on a bill repealing the state\u2019s&nbsp;<a href=\"https:\/\/www.wyoleg.gov\/Legislation\/2025\/SF0168\" rel=\"noreferrer noopener\" target=\"_blank\"><u>Budget Reserve Account<\/u><\/a>. He said&nbsp;he wasn\u2019t getting specific enough answers on why this account should be eliminated and that members were simply being told to support the legislation.<\/p>\n\n\n\n<p>\u201cThis is what this body does&nbsp;\u2014&nbsp;we debate, we don\u2019t just take marching orders, we don\u2019t just get told this is how we need to vote on a bill,\u201d he said. \u201cWe debate and we debate on the merits of the bill and whether or not this is a good policy shift for the state of Wyoming for now and future generations.\u201d<\/p>\n\n\n\n<p>Brown said he had to walk out of the chamber and take a deep breath after chastising legislators the first time, tempted to put his face in the snow \u201cbecause I was so heated.\u201d<\/p>\n\n\n\n<p>\u201cI\u2019m frustrated, I\u2019m frustrated with the way this body has chosen to debate these bills lately,\u201d he said.<\/p>\n\n\n\n<p>Brown explained to Cowboy State Daily after the debate that he\u2019s frustrated because deleting the account represents a \u201cmajor policy shift\u201d for the state.<\/p>\n\n\n\n<p>\u201cRegardless of the implications of doing the right thing, no one in the body was willing to answer questions about a major policy shift,\u201d he said. \u201cThat is the concern. It shows me how many people are voting on bills now because they are told to vote a certain way but not because they have any clue what the bill actually does.\u201d<\/p>\n\n\n\n<p>Many of the votes in the House this session have been predictable, with members of the majority Freedom Caucus and those who align with the group in a consistent voting bloc. Brown is not a member of this contingency.<\/p>\n\n\n\n<p>Rep. John Bear, R-Gillette, chairman emeritus of the Freedom Caucus, said none of Brown\u2019s accusations about legislators taking \u201cmarching orders\u201d are true.<\/p>\n\n\n\n<p>\u201cWhen accused by a fellow member of untoward behavior, conservatives do not complain about false accusations,\u201d Bear said. \u201cNo one is told how to vote, but I believe people are sick and tired of his (Brown) and other\u2019s filibustering.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Should They Debate?<\/strong><\/h2>\n\n\n\n<p>Brown believes the House is being \u201cnon-deliberative and just following the playbooks as dictated from Washington, D.C.,&nbsp;and the big brother telling them what to do.\u201d<\/p>\n\n\n\n<p>This is in reference to the State Freedom Caucus Network, a Capitol Hill group that oversees the local Freedom Caucus.<\/p>\n\n\n\n<p>Brown points to there being multiple instances where Bear and Rep. Tony Locke, R-Casper, have stood up and told members to vote against bills with no reason given, resulting in the bills or amendments dying.<\/p>\n\n\n\n<p>\u201cThat is not good policy making,\u201d Brown said. \u201cThat is bad for Wyoming.\u201d<\/p>\n\n\n\n<p>Rep. Daniel Singh, R-Cheyenne, a member of the Freedom Caucus, disagrees and believes most debates about bills are happening off the floor. Singh said he&nbsp;was&nbsp;fully aware of what the Budget Reserve Account bill did while debate was occurring.<\/p>\n\n\n\n<p>\u201cA lot of the questions we ask, those conversations will happen off the floor,\u201d he said. \u201cI\u2019m not going to take the rhetoric. &nbsp;I\u2019m not going to let it get under my skin like that.\u201d<\/p>\n\n\n\n<p>He also said members should have a good idea how they\u2019ll vote on a bill before any discussion on it ever begins and do their homework in the days leading up to it.<\/p>\n\n\n\n<p>\u201cYou should be able to make the call as to \u2018yes\u2019 or \u2019no\u2019 before the conversation happens on the floor,\u201d he said.<\/p>\n\n\n\n<p>Rep. Ken Pendergraft, R-Sheridan, a member of the Freedom Caucus, expressed some empathy for Brown on the floor about his confusion on the bill and admitted that it would be difficult to explain every detail about what it does.<\/p>\n\n\n\n<p>\u201cI\u2019m disappointed because I wish I could explain everything in here,\u201d he said.<\/p>\n\n\n\n<p>Brown said he appreciated Pendergraft\u2019s comments.<\/p>\n\n\n\n<p>Pendergraft also suggested that instead of being \u201ccombative,\u201d members of the House should lean on their more veteran lawmakers to learn what the Reserve Account does.<\/p>\n\n\n\n<p>Those answers eventually came from Bear and Reps. Steve Harshman, R-Casper, and Bob Nicholas, R-Cheyenne.<\/p>\n\n\n\n<p>Brown ultimately ended up voting to support the bill, which passed on first reading on a 37-17 vote.<\/p>\n\n\n\n<p>\u201cThe bill itself is absolutely a good bill,\u201d Brown said. \u201cIt does increase transparency and is a good piece of policy,&nbsp;but it was proven to me that the sponsors of the bill had no clue what they were doing or how the bill works.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What About The Bill?<\/strong><\/h2>\n\n\n\n<p>The Budget Reserve Account is one of the state\u2019s checking accounts within its highly dense budget. Many conservatives have complained that the state has too many \u201ccoffee cans,\u201d in reference to budget accounts they believe make it too difficult to understand the state\u2019s fiscal picture.<\/p>\n\n\n\n<p>Those who support the bill,&nbsp;<a href=\"https:\/\/www.wyoleg.gov\/Legislation\/2025\/SF0168\" rel=\"noreferrer noopener\" target=\"_blank\"><u>Senate File 168<\/u><\/a>, like Rep. Abby Angelos, R-Gillette, argued that it brings more transparency for the public.<\/p>\n\n\n\n<p>Proponents of keeping the account said it keeps the governor in line against spending more money.<\/p>\n\n\n\n<p>In short, the account creates a mandatory reserve for federal mineral royalties. If repealed, the money will go into the general fund, where it can be spent without limits.<\/p>\n\n\n\n<p>Bear said repealing the account amounts to just deleting another checking account for the state.&nbsp;<\/p>\n\n\n\n<p>\u201cWe\u2019re simply eliminating that account to simplify things so constituents can tell what we do,\u201d he said.<\/p>\n\n\n\n<p>He also said that if members of the House looked at how the bill passed unanimously in the Senate, they would find all the answers they needed to see.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This RINO is the worst.
